Thanks for pointing me in the direction for the wiring diagram. It is more helpful than what I had previously found. I disconnected the red wire from the solenoid and measured it.

The red one? This is what leads to misunderstandings and incorrect conclusions. I had asked to measure the yellow/red wire, the one that switches the starter solenoid. The red one should read whatever the battery voltage is as it's directly connected to it..
But ok, whatever you measure on the 15A fuse should be what is on the y/r wire.

i just tested the fuses in the relays and they were both reading less than a volt. i assume the problem is here and after looking at the wiring diagram, I suppose I need to trace the wires going from the relays to the fuel pump and coils. Is this correct?

I'm about to give up. What are you doing with the fused relay now? Measure the voltage at the 15A fuses in the fuse holder. If that is identical to the battery voltage you can repeat the voltage measurement on the red and the grey wire that both go to one of the two relays. There's an elimination process where you go through the electrical contact points step by step. Not doing that will just take more time.

I am sorry for your frustration, but I am new at diagnosing electrical problems. i did measure the fuses in the fuse holder and it is not identical.

Thanks for your patience. I measured the voltage of the fuses in the fuse holder. The 25a was 12v, but the 15a were 10v.

ok, so there's a 2V voltage drop in the loop via the ignition switch. Doesn't sound like much but considering it's 12V in total it's quite a bit. Get some fine grit sandpaper and contact cleaner spray, find the electrical connector of the ignition switch and clean the contacts. Then measure the 15A fuse again to see if there's an improvement. Then as suggested measure at the grey and red wires on the first relay. Whatever voltage there is on the red wire should also be on the brown one that is on the same relay. (if ignition is on)

The grey wire should measure the same voltage as the 15A fuse. If you measure another voltage drop clean the connector of the kill switch.

sorry, mixed up the colors and edited the last post.
It is very odd you measured 1V on the relay's fuses. The red wire is connected directly to the battery. Hence on those fuses you should measure full battery voltage.

Yeah, i thought that was quite strange as well. The relays do click when I turn the ignition switch.
